J. Ray Ormond, Bureau of Prisons Northeast Regional Director, issued high-level monitoring orders for Jeffrey Epstein while Epstein was detained at the Metropolitan Correctional Center in New York in July 2019. On July 24, 2019, Ormond sent an email to MCC Associate Warden Shirley Skipper-Scott requesting daily updates on Epstein's status and activities. Despite these explicit orders for 30-minute mandatory monitoring rounds, jail guards failed to conduct the required checks, resulting in a six-hour monitoring gap before Epstein's death in custody on August 10, 2019. Ormond's role was administrative oversight of the prison system's response to Epstein's detention, not direct involvement in the underlying sex trafficking case itself.
