Kenneth Mapp, former Governor of the US Virgin Islands, was named as a defendant in a civil class-action lawsuit filed by six Jane Does on November 22, 2023, in the US District Court for the Southern District of New York (Doe 1 et al v. Government of the United States Virgin Islands et al., Case No. 1:2023cv10301). The plaintiffs alleged that Mapp and other officials facilitated Jeffrey Epstein's sex trafficking and abuse of victims from New York by accepting contributions and donations from Epstein in exchange for coercing law enforcement, airport personnel, customs, and Coast Guard to overlook his activities. The second amended complaint on May 24 expanded claims against Mapp in both individual and official capacities for negligence and violations of the Trafficking Victims Protection Act. Mapp was initially represented by government attorneys but, due to conflict of interest, they withdrew on August 22, 2024, and Mapp elected to proceed pro se. All claims against Mapp were dismissed by court order on March 21, 2025, along with other defendants[1][3]. Additional context from JPMorgan litigation mentions Cecile de Jongh steering Epstein's political contributions to Mapp's 2014 campaign[2]. No criminal charges, arrests, convictions, or other accountability actions found.
